Slander is spoken defamation — a false statement said out loud that harms someone’s reputation. The legal definition is:

• False statement
• Spoken to a third party
• Presented as fact, not opinion
• Causes reputational harm

So, if Bob told Chris that Joe was a convicted felon when Joe was not a convicted felon, that is slander.

Small claims don't normally handle slander claims, so you would have to hire an attorney to sue in a higher court. (28 U.S.C. § 1654) Depending on the situation and how much evidence you have, you could probably ballpark an attorney's retainer at $4,000–$6,000 up front to start.
