You appeal through the Social Security Administration first. The first level is usually a Request for Reconsideration with SSA. After that, if needed, the next levels are a hearing before an administrative law judge, Appeals Council review, and then federal district court. But from what you wrote, the key issue is that if you have not received a written decision yet, there may be nothing to appeal yet.

SSA says you can check the status of a pending claim online, by calling SSA, or by contacting your local Social Security office. If you never got the denial letter, ask for a copy of the written notice and ask them to tell you whether your claim is still pending or was denied.

If SSA did deny your SSI claim, the normal deadline to appeal is 60 days (20 CFR §416.1409) from when you receive the notice, and SSA generally assumes you received it 5 days after the date on the notice unless you can show otherwise.

For an SSI appeal:

1. Start with a Request for Reconsideration using Form SSA-561.
2. If the denial was for medical or disability reasons, SSA also uses the disability appeal process and may require a Disability Report, Appeal (Form SSA-3441).
3. If reconsideration is denied, the next step is a hearing request using Form HA-501.

So the practical answer to "who do I go to?" is to go to the Social Security Administration first, either your local SSA office or SSA's appeals process directly. If you do not yet have the denial notice, ask SSA for:

1. whether a decision has actually been made,
2. a copy of the denial notice, and
3. the reason for denial

SSA's own notices are supposed to explain the decision you are appealing. You can say this to SSA: "I applied for SSI. I need to know whether my claim is still pending or denied. I have not received a clear written decision explaining the reason. Please give me a copy of the notice and tell me how to file an appeal if a denial was issued."
