She would need to have it notarized where she lives, and you need the agreement signed and notarized here as well. Both the post-nuptial agreement and marital settlement agreement have to be notarized by a U.S. notary. She can do this at the U.S. Embassy if she is overseas.

Hello, I created a mutual (non-contested) marital settlement agreement for a divorce. My spouse is living in another country. Does she need to have it notarized in another country, or do I notarize it in the United States?

No way around it unless she is returning to the U.S. She would have to fly there—it must be a U.S. notary.
Understood. She will have to do it that way. She entered the USA irregularly and self-deported to avoid issues with immigration. She cannot return via plane to the USA.
