[KY] Can an LLC register the name of a dissolved LLC without creating personal liability?

B LLC had previously been registered by another individual, but that individual failed to file the annual report and the state administratively dissolved the LLC. The two individuals have a history of animosity. Does the individual open themselves to liability of any kind (claims of nuisance, etc.) if A LLC registers the B LLC name with the state?
