You can have it notarized in any state. In the state you sign, a notary would witness and notarize.

I just paid for a Small Estate Affidavit for my sister who died in Hawaii. I cannot go there to have the form notarized. Can I do it in my state?

She did not have anyone. I was her only emergency contact.

It does not tell me where to send it once the document is notarized. Do you know where I send it?
To the probate court, but I would get specific directions from the court clerk and use overnight mail or a courier.
