The decision can be appealed to the Fifth Circuit Court of Appeals. The deadline to do so is typically 30 days from the date of the denial order. However, I would recommend having a formal consultation with either the existing lawyer or a new one (not online) to assess whether there is any basis under which the denial might be considered incorrect. Otherwise, your friend may waste a lot of money on an appeal that will not be successful.
