It is not a complete denial, but they have problems with my therapist being licensed in Ohio (my primary residence) and that I have not met with her in person. That part is confusing to me.

Objection 1: Your therapist is licensed in Ohio, not Florida. This is not a valid basis for rejection under the FHA. Neither the statute nor HUD's implementing guidance requires that a treating provider be licensed in the state where the housing is located. What matters is that the provider is a licensed mental health professional who has a genuine clinical relationship with you and is professionally positioned to assess your disability-related need for an emotional support animal. Your therapist satisfies both criteria. A licensed Ohio therapist with a seven-year treating history is, if anything, more credible documentation than a letter from a Florida-licensed provider with no prior relationship with you.

Objection 2: No in-person meetings. This objection requires a bit more nuance. HUD's 2020 Assistance Animals Guidance (FHEO-2020-01) did express concern about internet-based ESA letter mills, services that issue accommodation letters with little or no genuine clinical relationship underlying them. HUD acknowledged that housing providers may treat such letters with appropriate skepticism.

However, that guidance cuts strongly in your favor here. The concern HUD identified is the absence of a real treating relationship, not the modality of treatment.
