Will Medicare and Medicaid coverage be affected by an SSI overpayment for unreported property?

Medicare and Medicaid are indeed separate programs. Medicare is typically based on age or disability under Title XVIII of the Social Security Act, 42 U.S.C. § 1395c, so if you're over 65 or disabled, you should still be eligible for Medicare regardless of your SSI status. Medicaid, however, is income and asset based and often linked to SSI eligibility under Title XIX of the Social Security Act, 42 U.S.C. § 1396a, and SSI eligibility itself is governed by Section 1611 of the Social Security Act, 42 U.S.C. § 1382, which sets the resource limits (currently $2,000 for an individual and $3,000 for a couple under 20 CFR § 416.1205). If you agree to pay back any overpayments and your income or assets are within the limits, you should still be able to qualify for Medicaid, but if your assets are still over the limit, it will terminate.

Just need to know if I'm still gonna be eligible for Medicare and medicaid that I'm receiving right now. Even though I'm owning some money for supplement security income.

Hi there! Welcome. My name is Liz and I've been an attorney for more than a decade, and I am here to assist with your legal concerns. Just so you are aware, our service is a legal information only site. No attorney-client relationship is formed from our conversation. So I can best help, to be clear, do you owe money for overpayment or do you now exceed the income limits?

Its a little bit complicated. Let me try to explain

I was born in Belarus. Moved to Usa 2011. I am USA citizen from 2017. I am married and my spouse and I have been receiving Supplement Security Income from Social Security Administration from 2018. At this time we filed for Supplement Security Income I didn't have any properties overseas in my possession. But later on I received as a gift as an inheritance from my mother (who passed away) a property that I didn't realize that I have to report to Social Security Administration at that time. During my last visit to Social Security Office in January 2026 I had VERBALLY mentioned that I have property overseas. At that time I stated that I am not sure on value of it or neither I remember the address because I haven't been there for last 10 years. So based on this VERBAL info they stopped paying me Supplement Security Income from February 1, 2026 saying that they stopping based on fact that I had real estate worth of 1000,000.00 as of APRIL 1, 2025 till DECEMBER 1, 2025 which makes it more then allowance for married couple 3k. Also they did send a letter to my spouse not to me, asking to provide info regarding this property including: address, value, info if anyone lives there and so on OR sign authorization form for Social Security Administration to attempt to obtain personal information via diplomatic services such as the State Department, Embassies, etc. Questions: 1. So my question and my concern is now if I will end up paying supplement security income back / own money, would be my Medicare and medicaid is canceled.

Thanks for sharing those details. With medicaid/medicare, until you spend down the asset that is over the limit or it's moved, they can pause coverage. SSI can also stop until the assets are below the limit again. It's because they are needs based programs. Does that make sense?

So medicare/Medicaid connected with Social Security Administration office? Or its independently run and has their own breakdowns. For example: as far as I was understand I'm receiving Medicare because I'm over 65 years old. Not bc I am receiving Supplement Security Income. And medicaid I'm receiving because I'm low-income, so with that information, I'm asking if they will determine that they overpay me over the years and I own them money and I agree to pay back, WILL I STILL WILL BE ABLE TO HAVE MEDICARE/MEDICAID

Also, have a question if I own security supplement income. Will I be still be able to renew a passport when my old one will expired?

You should still be able to renew your passport. That would not usually be connected.

Thank you very much
