With someone who owes you money, the next step could be filing a lawsuit against the person. With the amount owed being $1190, you would usually use small claims. Without knowing your state, it's hard to provide a direct link to small claims; however, the process would be something such as this:
First send a letter of demand. This is just a letter, sent via certified mail giving the person one last chance to make payment before you file suit.
If the other party ignores your demand, the next step would be to file the claim with small claims court, they will also issue a summons, this has to be served to the other party.
The other party will then have the opportunity to file an answer and a court date is set. At the court date, you will go over why they owe you money, and their failure to make payment.
