How can I get my divorce decree when my ex-partner won’t send it?

Do you know whether, if I wanted to remarry, not her, but someone else, would that be possible to move to the States, and would I need to start the process of immigration again as I have been out of the country for more than 5 years as a legal resident?

If you remarry, you would indeed have to be re-sponsored since after one year, your green card is considered surrendered.
